The main responsibilities and powers of the National Council are:

• Representing ZHP within the District

• Promoting scouting and fostering its ideology

• Ensuring the atmosphere, ideology, and cooperation of all units

• Providing material and moral assistance to organizational units

• Ensuring proper legal status for all units within the District

• Administering the funds and assets of the Association, as well as overseeing the financial management of all scouting units beloning to the Association and committees appointed by the National Council

• Organizing Friends of Scouting Groups and approving their boards, as well as determining the direction and scope of their activities

• Approving and disbanding Z.H.P. Districts and overseeing their activities

• Convening Annual General Meetings

• Appointing committees for special tasks.
